SANTA ANA, Calif. – The Orange County District Attorney's Office (OCDA) Rapid DNA program stopped a serial thief after blood found at a crime scene connected the defendant to his profile in the Local DNA Database. The defendant is also charged with multiple Crime-Bail-Crime enhancements for thefts committed while out of custody for other felony 2017 cases.

Circumstances of the Case

• In 2014, Andrade pleaded guilty to misdemeanor possession of an unlawful substance and provided a DNA sample to the OCDA Local DNA Database as a condition of his sentence.
• On Dec. 6, 2017, at approximately 4:45 a.m., Andrade is accused of shattering the glass front door of a commercial business in Garden Grove.
• The defendant is accused of burglarizing the business and stealing $220 cash, four external hard drives, and a box of checks from the business.The business owner called the Garden Grove Police Department (GGPD), who investigated this case and collected blood found near the broken glass.
• On Dec. 18, 2017, GGPD sent the blood swabs to OCDA to be analyzed by the Rapid DNA instrument, which matched the blood to Andrade's existing Local DNA profile the same day.
• On Dec. 27, 2017, GGPD arrested Andrade at the North Justice Center in Fullerton following his court appearance for misdemeanor possession of a controlled substance charges (Case # 17NM06309).
• The defendant is further accused of possessing a counterfeit $100 bill at the time of his arrest.
• Andrade is accused of possessing stolen property including a passport, multiple identification cards, check stubs, and an opened package containing two Louis Vuitton handbags at his residence.

• Bail: June 5, 2017 – Posts $25,000 bond
• Out of custody for 50 days
• Crime: July 26, 2017 – Accused of stealing a vehicle in Orange and fleeing from police while under the influence (Case # 17CF1901)
• Bail: Oct. 31, 2017 – Posts $50,000 bond
• Out of custody for 35 days
• Crime: Dec. 6, 2017 – Accused of burglarizing business in Garden Grove (Case # 17WF2856)

Rapid DNA Program

The Rapid DNA program merges the power of the Local OCDA DNA Database with cutting edge DNA technology to provide investigators with leads, including suspect names, within hours of a crime. The program launched in 2015 and is available to all local law enforcement. The IntegenX RapidHIT 200 DNA instrument, which was validated for use with the assistance of the Orange County Crime Lab (OCCL), can generate a DNA profile from evidence collected at a crime scene in less than two hours. If suitable, that crime scene DNA profile is searched against the Local OCDA DNA Database, which was established in 2007 and is now the largest consensual DNA database in the country. The RAPID program is supported by Proposition 69 funding and is a collaborative effort among the OCDA, OCCL and local law enforcement to harness the power of science and technology to promote justice and enhance public safety.
