L.A. Doctor, Five Others Indicted in Massive RX Drug Ring

A Los Angeles physician and five co-defendants have pleaded not guilty to a 47-count Grand Jury indictment charging them in a widespread oxycodone prescription drug ring, Los Angeles County District Attorney’s Office announced today.

Dr. Clyde Arnold (dob 11/22/32) was indicted on multiple counts of conspiracy and unlawful prescription of a controlled substance in case BA425314. The indictment was unsealed Friday after Arnold and his five co-defendants were arraigned. Their next court date is Jan. 28 at the Foltz Criminal Justice Center, Department 105, for pretrial.

Deputy District Attorneys John Niedermann and Emily Street of the Major Narcotics Division are prosecuting the case.

The indictment alleges that individuals would go to Arnold’s clinic, located at 3756 Santa Rosalia Drive, and receive multiple prescriptions for the maximum amount of oxycodone permitted by prescription, along with anti-anxiety medication, muscle relaxants and prescription cough syrup.

The individuals would then fill the prescriptions at local pharmacies and resell the pills on the street, prosecutors said. The incidents occurred between December 2012 and January 2013.

Police seized thousands of pills during raids on the suspects’ homes along with $10,000 in cash and more than 50 stolen identifications.

Arnold is indicted on 31 felony counts – 27 counts of prescribing without a legitimate medical purpose and four counts of conspiracy. If convicted, he faces up to 22 years in local custody.

Also indicted are:

· Margarita Ray (dob 4/26/43) of Los Angeles. She is indicted on nine felony counts including possession for sale of a controlled substance and conspiracy. If convicted, she faces up to 10 years, eight months in local custody.

·  Fredrick Hagen (dob 4/07/52) of Los Angeles. He is indicted on six felony counts including possession for sale of a controlled substance and conspiracy. If convicted, he faces up to nine years in local custody.

·  Clintessa Williams (dob 11/05/88) of Lakewood. She is indicted on six felony counts including possession for sale of a controlled substance and ID theft. If convicted, she faces up to eight years, eight months in local custody.

·  Eric Lemongo (dob 7/15/73) of Los Angeles. He is indicted on four felony counts of possession for sale of a controlled substance. He is facing more than five years in local custody if convicted.

·  McKenelly Peeples (dob 1/30/39) of Hawthorne. He is indicted on one felony count ofpossession for sale of a controlled substance. He is facing up to four years in local custody if convicted.

· The original felony complaint filed in October that named all six defendants was dismissed on Friday after the indictment was unsealed.

The case is being investigated by the Department of Health Care Services, the California Medical Board and the U.S. Drug Enforcement Agency.
